SOPA 指的是 Stop Online Piracy Act,該原則簡單說就是當版權方發現網站上有侵犯版權的內容時,可以要求網站（包括搜索引擎、支付平臺、廣告平臺等）屏蔽所有內容，甚至可以要求互聯網接入服務商（ISP）停止向網站提供服務，隨後再進行司法程序。目前的支持者包含大部分電影公司、體育、遊戲商、出版社和奢侈品。但是這一法案被普遍認為是互聯網的倒退和對自由精神的扼殺，站在反對陣營的名單則包括Google, Godaddy, Twitter, AOL, Tumblr, WordPress, Facebook,Wikipedia, 許多互聯網服務商則通過防止doodle（google）和關閉網站（wikipedia）的方式來反對這一法案。

「禁止網絡盜版法案」（Stop Online Piracy Act），縮寫為SOPA，亦被稱為H.R. 3261法案。該法案由美國眾議院德州眾議院、共和黨黨員兰默·史密斯（Lamar Smith）於2011年 10月26日提出，得到了眾議院兩黨共12名眾議員的連署支持。該法案擴大了美國執法部門及版權擁有者在應對網絡上販售盜版產品及冒牌货時的權力。^[2] 該法案現已提交至美國眾議院司法委員會，該法案是是建立在1998年的《保護知識產權法案》（PROTECT IP Act）的基礎上。^[3]

「保護知識產權法案，英文全名為「Preventing Real Online Threats to Economic Creativity and Theft of Intellectual Property Act of 2011」，簡稱「PROTECT IP Act」，再簡稱為「PIPA」，意為「2011年防止實時線上對經濟創新能力的威脅和對知識產權的盜竊的法案」。
